Commenting on Smartmatic’s model, CEO Antonio Mugica said, “An election requires more than good technology to be transparent and efficient. Administrators must couple technology with services and project management methodologies to guarantee success. Since 2004 we’ve integrated these three elements in the solutions we’ve provided, with great results.”

 The ACEEEO meeting, held on 4-6 September 2014 in Bucharest, Romania, gathered over 150 participants from around the world who exchanged ideas on two planned topics: “Participation of women in electoral process and public life” and “Planning of a general election."

Zsolt Szolnoki, Secretary General of ACEEEO said, “Conducting a general election is one of the most challenging projects a nation can undertake. Its administrators need to manage legislative, administrative, planning, logistical and financial matters in order to execute a transparent and efficient process that leads to legitimate results.”

Smartmatic representatives in Romania explained how the company has achieved unparalleled success deploying large scale projects in challenging environments and tight time frames.

“Elections are complex. Yet, we’ve made them simpler with our solutions. For example, in 2010, while combining technology, services and project management, we conducted the world´s biggest election to date using precinct count optical scanners in the Philippines. Also, in Bolivia (2009) we conducted the world’s fastest biometric register – 5 million people in 75 days,” said Juan Campodonico, who presented Smartmatic technology in Bucharest.

The PARmobile, an all-in-one portable unit to capture biometric and biographic information; the VIU-500, a hand-held device to authenticate voters; and the SAES-3376, an advanced touchscreen voting machine, are some of the high-technology devices Smartmatic exhibited in the conference.

El ePen es un lápiz digital que agiliza fases críticas del evento electoral, mejora la velocidad, precisión e integridad del proceso de escrutinio de votos y actas manuales.  

El ePen de Smartmatic facilitó el proceso de recuento de votos y resultados electorales durante la elección parcial del 9 de octubre en el distrito de Rushmoor, Reino Unido.  

Durante esta elección, el ePen de Smartmatic permitió a los funcionarios electorales capturar digitalmente actas de escrutinio, y verificar y transmitir con facilidad y rapidez los resultados. Con el ePen se procesaron rápida y eficientemente dos formularios de verificación: el formulario de urna electoral, que incluye el conteo de cada urna; y el formulario de los resultados electorales, con los resultados de la elección para cada candidato.

The London-headquartered company configured and deployed 1,464 Broadband Global Area Network (BGAN) satellite terminals to support voice and data communications across some of the most remote areas in the fifth largest country in the world.  In addition, Smartmatic provided maintenance of the equipment, training for operators and technical support to guarantee the deployment was a complete success.
“In this age of immediate communications, speed in transmitting election results is a challenge every electoral commission faces,” said Antonio Mugica, Smartmatic’s CEO. “Over the past two decades, Brazil has built a robust electoral platform to swiftly process the vote of more than 140 million voters. By using satellite technology to expand the reach of its voting platform, Brazil’s electoral commission is setting an example many commissions around the world should follow.”
Having provided similar services for the 2012 municipal elections, this is the second consecutive Brazilian election in which Smartmatic has been involved.

The ‘ePen’ is a digital pen, which streamlines the various phases of the election process, improving the speed, accuracy and integrity of the traditional ballot counting process. Smartmatic’s ePen facilitated the ballot count and election results process during the by-election of the West Heath Ward of Rushmoor Borough Council on 9th October. 
During the West Heath by-election, Smartmatic’s ePen technology allowed election officials to digitally capture count reports, and to easily and quickly verify and transmit the results. The ePen enabled the rapid and accurate processing of two key verification forms in the election in an efficient way.  These forms were the ballot box verification form, which aggregates the count for each ballot box; and the election results verification form, which had the election results for each candidate. 
“Since 2003, Rushmoor Borough Council have been at the forefront of modernising UK elections and we continue to recognise the role that technology can play in supporting the principles of democracy – not only to help our electorate, but to support our election team,” said Rushmoor Borough Council’s, Head of Democratic Services, Andrew Colver.

Sir Nigel Knowles is Chairman of global legal business DWF.

He is former Global Co-Chairman and Senior Partner of DLA Piper, having served as Global Co-CEO and Managing Partner for nearly twenty years before.

Sir Nigel originally joined the Yorkshire firm, Broomheads, as a trainee in 1978 and quickly moved into the management sphere, becoming Managing Partner in 1996. Since that time, Sir Nigel led the firm through a host of successful mergers, expanding from the UK into Continental Europe, Asia, Australia and the Middle East. 

Sir Nigel’s leadership was instrumental in effecting the single largest transatlantic law firm merger in recent history, when DLA integrated with US-based Piper Rudnick and Gray Cary Ware & Freidenrich LLP in 2005. In the same year Sir Nigel was named Partner of the Year by Legal Week and DLA Piper was named Global Law Firm of the Year at The Lawyer Awards and Law Firm of the Year at the Legal Business Awards.

He received a knighthood in 2009 in recognition of his services to the legal industry.

In 2015, Legal Business awarded Sir Nigel an exclusive "Lifetime Achievement Award".  In 2016 Sir Nigel was given the Financial News "Editor’s Choice" award for lifetime achievement and children’s charity Variety presented him with the "Legends of Industry Award".

Non-executive appointments

Sir Nigel has a small and complementary portfolio of non-executive appointments. He was most recently appointed Chairman of Sheffield City Region LEP. He held the Office of High Sheriff of London from 2016-2017, the non-political and oldest Royal appointment.

Academic Interests

Sir Nigel is a Fellow of Harris Manchester College, University of Oxford, and is Visiting Professor of the University of Sheffield. He received an Honorary Doctorate of Civil Law from the University of Sheffield in July 2011.

Furthermore, Sir Nigel is spearheading research, in association with Populus, the research house, and Saïd Business School, University of Oxford, into trust.  They are specifically looking to analyse and understand the breakdown of trust between business, politics and the media and, ultimately, find solutions to help rebuild it.

Durante ese tiempo estableció su práctica “Democracia y Buen Gobierno” y la convirtió en la especialización líder del PNUD a escala global. "A lo largo de su carrera Mark ha insistido en que las soluciones a los desafíos de desarrollo comienzan con el empoderamiento exitoso de la gente a través del voto y la participación. No puedo imaginar a un activista más comprometido para liderar nuestra junta directiva y que nos represente a medida que avanzamos", dijo Mugica.

Mugica, Smartmatic’s CEO and co-founder, will continue in this role in the enlarged group. Lord Malloch-Brown will become chairman. He will be joined on SGO’s board by Sir Nigel Knowles, Global CEO of DLA Piper, renowned entrepreneur David Giampaolo and Roger Piñate, Smartmatic’s COO.
